2020年美國選舉各州提前投票政策

受到2019冠狀病毒病疫情的波及，眾多選民通過郵寄投票的方式參與2020年美國選舉。[1]

選舉欺詐的指控

2020年3月，總統當勞·特朗普在接受福克斯新聞的採訪時說民主黨假借疫情，支持放寬缺席投票的條件「有貓膩，從選舉的角度上來看，你一旦同意（放寬缺席投票的條件），未來共和黨在美國的選舉中都會落選。」[2]

2020年5月，特朗普開始宣稱郵寄投票極易受到選舉欺詐的影響，並稱郵箱可能會被洗劫、選票會被偽造。[3]共和黨內對郵寄投票的問題產生了兩極分化，一部分人和總統特朗普一樣，認為郵寄投票存在選舉欺詐的可能性；另一部分人，包括多數共和黨籍參議員並不認同特朗普的說法。[4][5][6] 事實查核機構稱並沒有充分的證據說明郵寄投票和選舉欺詐存在關聯。[7][8]

7月30日，總統特朗普在推特上稱，由於郵寄投票限制的放開，2020年的大選會成為「歷史上最不準確和充滿舞弊的大選，將令美國重大蒙羞」，進而他建議延期舉行大選。[9][10][11][12][13] 憲法第二條第一款第4節，賦予國會對選舉舉行日期的唯一決定權。根據美國法典第3卷第一款第1節的規定，2020年大選應在11月3日舉行。

9月2日，特朗普向北卡羅萊納州的民眾建議，選民應該通過郵寄投票和現場投票的方式各投一次票以測試投票系統的準確性。[14]

司法部部長威廉·巴爾在9月2日的CNN採訪中稱，司法部已經起訴了德薩斯州一男子，因其填寫了1700份郵寄選票進行選舉欺詐。巴爾同時重申了他對外國勢力藉由偽造郵寄選票擾亂大選的擔憂，而專家表示指出偽造選票幾乎不可能實施。早在幾天前，多位美國情報機構的高級官員就表明目前沒有外國勢力試圖操縱郵寄投票的證據。而巴爾接受採訪的次日，國土安全部便發佈了情報簡報，稱「俄羅斯可能繼續擴大質疑郵寄投票和要求改變投票程序的言論，從而破壞公眾對選舉流程的信任」。[15][16][17] 在之後的一場採訪中，巴爾聲稱郵寄投票意味着買賣選票，包括脅迫投票、賄賂郵遞員等行為。[18]

2020年9月30日，白宮記者會上，記者要求總統特朗普承諾如敗選「會和平移交權力」，對此特朗普回應說「廢除（郵寄）選票，你會獲得一個非常和平的（權力移交）。但直白地說，不會有任何的移交，因為我會連任。」[19] 聯邦選舉委員會成員艾倫·溫特勞布（英語：Ellen Weintraub）在推特上回應「以防萬一有人不知道這個概念，在美國，我們不會『拋卻』選票，我們會清點選票。清點所有的選票，是我們決定大選後由誰來領導我們這個國家的方式。這是唯一的方式。」[20] 因為特朗普暗示不會以和平的方式移交政權，約翰·科寧、本·薩斯和米特·羅姆尼三位共和黨參議員都對此作出了批評。[21]

郵政服務危機

總統特朗普於2020年5月任命了自己的主要捐助人路易斯·德喬伊為美國郵政總長和行政總裁。德喬伊甫一上任就宣佈了削減郵政經營成本的計劃，具體舉措包括削減員工加班時長、限制額外郵件運輸等，因此郵件的投遞時間可能會被迫延長。而2020年總統大選許多選民通過郵寄投票的方式參與選舉，郵件投遞時間的延長可能會導致選票無法及時送達選舉辦公室並被計入結果。[22]特朗普曾公開表示因為郵寄選票的緣故，他反對向美國郵政撥款。[23]9月17日，聯邦法官斯坦利·巴斯蒂安（英語：Stanley Allen Bastian）對美國郵政發佈了禁制令，裁定特朗普和德喬伊出於政治目的故意拖慢郵政服務的效率。法官在禁制令中補充道，申請這項禁制令的14個州證明了削減郵政經營成本導致郵政效率降低的行為損害了該州組織、管理選舉的權力。[24]

美國郵政已經警告說其無法保證通過郵政系統傳遞的選票會及時送達選舉辦公室並被計入大選的結果。因此選舉專家呼籲選民應當在選舉日前儘早寄出選票。而紐約時報的專欄作家認為，支持民主黨的選民如果可以應該親臨投票站完成投票。[25]
