當勞·特朗普的簽名

特朗普牆（英語：Trump wall），是對特朗普時期美墨邊界圍欄擴建工程這一設想中計劃的口頭稱呼。[1]在2016年總統競選期間，特朗普多次呼籲修建更高的邊境牆，並表示如果當選，他將會着手修牆並讓墨西哥政府支付相關經費。不過，時任墨西哥總統的恩里克·培尼亞·涅托表示墨西哥不會為這一工程付款。[2][3][4]

2017年1月，特朗普簽署了第13767號行政命令，正式指示美國政府嘗試利用現有聯邦資金在美墨邊界修建邊境牆。而由於修建費用高昂，且缺乏明確的資金籌集方案，施工並沒有實際開始。[5]2018-2019年，由於特朗普堅持否決任何不包括57億美元邊境牆資金的支出法案，聯邦政府部分關閉了35天。[6]2019年2月，特朗普宣佈南部邊境進入國家緊急狀態，稱美墨邊界的局勢是一場危機，需要已分配其他目用途的資金來修建邊境牆。國會隨後通過一項聯合決議以推翻緊急命令，但特朗普否決了該決議。

背景

墨西哥-美國隔離牆是墨西哥和美國邊界沿線的一系列垂直隔離牆，旨在防止從墨西哥進入美國的非法越境行為。[17]屏障結構不是連續的，而是一系列不連續的各種物理障礙物，這些障礙物被分為「柵欄」或「牆壁」兩類。

成本估算

據專家分析，沿邊境剩餘1300英里（2100公里）修建隔離牆的實際成本可能高達每英里2000萬美元（1250萬美元/公里），總成本高達450億美元，私人土地收購和圍欄維護的成本進一步提高了修建的總成本。[37]維護隔離牆的費用每年可能高達7.5億美元，如果邊境巡邏人員要巡邏隔離牆，就必須支出額外的資金。邊境許多地區，如沙漠和山區，因其崎嶇而偏遠的地形，將使修建和維護隔離牆的費用更加高昂。專家們還指出，在受聯邦保護的荒野地區和美國原住民保留地上，國土安全部的建築權限可能有限，並且修建隔離牆可能造成環境破壞。

效用

匈牙利邊境圍欄，以色列邊界牆和以色列西岸屏障等障礙降低了非法過境點的數量。[43]例如，在匈牙利，2015年修建了175公里長、4米高的圍欄後，非法移民人數從每天4500人下降到15人。[44]另一方面，德克薩斯農工大學和德克薩斯理工大學的研究表明，隔離牆和邊界牆一般不太可能有效減少非法移民或走私品的流動。[45]

環境影響
