羅聖朋

羅聖朋 （David H. Rosenbloom；1943年—），是行政學家。羅聖朋任教於华盛顿特区美国大学。 羅聖朋關注行政法、以及公部門人事政策的憲政主張。羅聖朋認為「公共行政」有三種分析途徑：政治、管理、法律。 羅聖朋主张"憲政適格"（英語：constitutional competence）为公務員專業的標準。
