拉蒙·馮賽卡·莫拉（西班牙語：Ramón Fonseca Mora，1952年7月14日—2024年5月8日），巴拿馬小說家、律師，巴拿馬文件當事方莫薩克·馮賽卡律師行的聯合創辦人，曾為巴拿馬總統胡安·卡洛斯·瓦雷拉的公使銜參贊，以及巴拿馬主義黨黨主席，直至2016年3月在巴西當局發起的洗車行動中被捕，2017年4月獲法庭批准保釋。
早年經歷
1952年7月14日，馮賽卡在巴拿馬首都巴拿馬城出生[1][2]，大學期間在巴拿馬大學修讀政治學及法律，其後到倫敦政治經濟學院深造[3]。
職業生涯
1977年，馮賽卡與于爾根·莫薩克在巴拿馬城創辦莫薩克·馮賽卡律師行，也就是後來的全球第四大離岸律師事務所，全球共有40個辦事處。2018年3月，該律師行在巴拿馬文件洩露事件的影響下結業[4]。
此外，馮賽卡也是巴拿馬主義黨黨員[5]。馮賽卡還是一位獲獎小說家，畢生創作過四部長篇小說，以及一些戲劇和短篇小說。1994年和1998年，馮賽卡分別憑藉長篇小說《蝴蝶舞》《夢想之城》獲得里卡多·米羅文學獎[6]。
刑事調查
巴拿馬文件
2016年3月，德國《南德意志報》等國際調查記者同盟成員媒體公開了1150萬份莫薩克·馮賽卡律師行洩露的離岸公司文件，揭露了大量離岸公司濫用避稅港政策的內幕[7]。雖然離岸公司並不違法，但文件揭示了律師行利用21.4萬間離岸公司從事非法業務，包括欺詐及逃稅[8][9]。
2020年10月20日，德國科隆檢察官向馮賽卡及莫薩克發出通緝令，指控兩人協助逃稅及組建犯罪組織，其中律師行被認為是調查的核心。[10]
在巴西洗錢
根據2019年10月15日遞交的法庭文件，馮賽卡與莫薩克曾接受美國紐約南區聯邦調查局的調查，並就他們面臨的刑事指控在巴拿馬辯護[11]。
2017年2月，馮賽卡和摩薩克因涉嫌在巴西洗錢及貪污，在巴西當局發起的洗車行動中被捕，同年4月獲得保釋[12]。
個人生活
馮賽卡有六個子女[13]，前妻伊莉莎白·沃德·內曼（Elizabeth Ward Neiman）[14][15]曾是巴拿馬駐荷蘭大使[16]。
2024年5月8日，馮賽卡病逝，享年71歲[17]。
流行文化
2019年上映的Netflix喜劇片《洗鈔事務所》以巴拿馬文件為原型，為此馮賽卡和摩薩克向法庭起訴Netflix誹謗，但被法庭以起訴錯法庭駁回，最終如期在10月份上架[18][19][20]。
