華盛頓哥倫比亞特區為美國的首都，同時也是美國的一級行政區。[1]自1961年美利堅合眾國憲法第二十三條修正案生效以來[2]，華盛頓哥倫比亞特區共舉行了15次總統選舉。根據修正案的規定，華盛頓特區的選舉人票數不得超過選舉人票最少的州。[3]因此，華盛頓哥倫比亞特區在每次總統選舉中都有固定的三張選舉人票。[4]在這15次選舉中，民主黨候選人每次都能以壓倒性的優勢獲得勝利，其得票率與共和黨候選人得票率的差值從未低於過56.5個百分點。此外，在總共15場總統選舉中，華盛頓哥倫比亞特區有七次投票給了選舉的最終勝利者。

在2000年美國總統選舉中，選舉人芭芭拉·萊特-施蒙斯故意投出空白票，以表達對華盛頓特區沒有國會席位的不滿。因此儘管阿爾·戈爾贏得了華盛頓哥倫比亞特區的普選票，但最終只獲得了兩張選舉人票。[5]在2016年的華盛頓特區建州公投中，大約有85.7%的投票人投下了贊成票。[6]近些年來，華盛頓特區建州運動愈演愈烈，其政治主張是將華盛頓特區轉變為美國的一個州。[7][8]

華盛頓哥倫比亞特區為全國普選票州際協定簽署者，該州際協定約定簽署者將其所有選舉人票投給總統選舉全國普選勝出者，即便其他候選人在個別簽署州普選勝出。截至2021年，該協定尚未施行。[9]
