施盧赫人[1]（施盧赫語：ⵉⵛⵍⵃⵉⵢⵏ ishelhien；法語：Chleuh[2]）又稱希爾哈人（英語：Shilha people），北非民族，主要居住於摩洛哥的小阿特拉斯山脈、高阿特拉斯山脈、蘇斯地區和南部沿海地區[3][4]，是摩洛哥主要的柏柏爾民族之一[5][6][7]。
阿拉伯人有時以施盧赫人（شلوح）代指全體柏柏爾人[8]。施盧赫人傳統上從事農業和畜牧業[9]，部分人過半游牧生活，在有水源的情況下種植作物，旱季則隨牧群遷移[3]。在一些特殊時期如戰時，不同部落會互相合作，開放領地放牧權。這種合作關係後來體現為舉行年度聚會的形式[10]。
