團結雕像（英語：Statue of Unity）位於印度古吉拉特邦那爾馬達縣，是紀念印度獨立運動傑出領導人、首任印度副總理（英語：Deputy Prime Minister of India）薩達爾·瓦拉巴伊·帕特爾（1875–1950）所設立的雕像。它目前是全球最高的雕像，高約182米[2][3]。雕像毗鄰巴羅達東南方100公里處拉傑皮普拉鎮附近的訥爾默達大壩（英語：Sardar Sarovar Dam）。

紀念雕像及其配套設備占地超過2公頃，周圍環繞着12平方公里的人工湖。拉森特博洛於2014年10月拿下雕像設計、建設和維護合約，成本耗費達298.9億盧比。工程於2014年10月31日開始，2018年10月中旬完工。雕像由印度籍設計師拉姆·V·蘇塔爾（英語：Ram V. Sutar）設計[4][5]，2018年10月31日帕特爾誕辰143周年紀念日由印度總理納倫德拉·莫迪揭幕[6][7][8][9]。

計劃於2010年10月7日公布[10]。古吉拉特邦政府為了雕像的建設，設立了薩達爾·瓦拉巴伊·帕特爾國家團結信託（Sardar Vallabhbhai Patel Rashtriya Ekta Trust）[11]。此外，支持雕像建設的團結雕像活動展開。活動號召農民捐出用過的農具，協助收集雕像所需的鐵原料[12][13][14]，最終收集了5000公噸的鐵[15][14]。儘管計劃最初打算將原料用於雕像，但後來決定用於其他地方[16]。

團結雕像運動還組織了「善治」（Suraaj）請願活動。請願書大約有2000萬人簽署，是全球最大的請願書[13]。2013年12月15日，「為團結賽跑」（Run For Unity）馬拉松在印度多地舉行[17][18]。

計劃

雕像描繪了印度獨立運動領導者、首任副總理（英語：Deputy Prime Minister of India）薩達爾·瓦拉巴伊·帕特爾。雕像在距訥爾默達大壩（英語：Sardar Sarovar Dam）3.2公里遠的薩杜貝特島上建設。從底層基礎算起，雕像高達240米，其中58米為基礎，182米為雕像主體。雕像採用鐵框架、鋼筋混凝土和青銅覆層建造[1]，建設共耗費75000立方米的水泥、5700公噸鋼結構、18500公噸鋼筋、22500公噸青銅覆層[19][20][21]。

雕像建設採用政府和社會資本合作模式，大部分資金由古吉拉特邦政府（英語：Government of Gujarat）募集。印度政府於2012年到2016年間為計劃撥款30億盧比[22][23]。2014-2015年度聯合預算案（英語：2014 Union budget of India）中，有20億盧比分配給雕像建設[24][25][26]。

負責監督項目的財團由特納建築（英語：Turner Construction）（哈利法塔項目經紀）[27]、邁克爾·格雷夫斯協會和梅因哈特集團組成。項目總耗時56個月，其中15個月用於規劃，40個月用於建設，2個月用於財團移交。政府估計項目總成本約為206.3億[22]。第一階段項目投標於2013年10月開放邀請，11月結束[28]。

時任古吉拉特邦第一部長（英語：List of Chief Ministers of Gujarat）的納倫德拉·莫迪於2013年10月31日帕特爾誕辰138周年紀念日為雕像奠基[10][29][30][31]。

印度建築公司拉森特博洛於2014年10月27日憑藉最低的298.9億設計、建設和修繕成本，贏得招標[32][19]。他們於2014年10月31日開始建設。項目第一階段中，134.7億用於雕像主體建設，23.5億用於展覽廳和會議中心，8.3億用於連接雕像到大陸的橋，65.7億用於建築完工之後15年的維護[32][19]。埃森哲提供數字媒體推廣計劃。雕像由拉姆·V·蘇塔爾（英語：Ram V. Sutar）設計[33][34]。

雕像需時33個月完工。地基於2013年完成，建築於2018年10月中旬完成。揭幕儀式於2018年10月31日舉行，由總理納倫德拉·莫迪主持[35][36][37][38]。雕像被譽印度建築工程技術的體現[39]。

爭議

當地居民反對因開發雕像周邊地區旅遊基礎設施徵收土地。他們表示，這片名叫薩杜貝特島的土地，原本叫Varata Bawa Tekri，以當地一位神的名字命名，因此該地有着重要的宗教意義[29]。

環保活動人士致函中央政府，表示計劃從一開始實施便未經過環保部的批准[40]。周圍的村民反對建造這座雕像，要求歸還之前為建造大壩徵收的375公頃土地[41]。

儘管2014-15年度聯合預算案為雕像分配20億財政資金，多個人士和政黨依舊批評雕像的開支超出諸如女性安全、教育和農業計劃等優先事項[42][43][44][45]。 L&T聯繫中國南昌的江西桐青金屬工藝品股份有限公司的子公司桐青工藝提供雕像的青銅覆層，也遭到古吉拉特邦立法議會（英語：Gujarat Legislative Assembly）的反對黨印度國民大會黨批評[46]。《Swarajya》雜誌後來澄清，項目總價值中只有9%來自中國[47]。
