彼得·哈蒙德（英語：Peter Haymond），漢名何孟德[2]，曾任美國駐成都總領事館總領事及美國駐老撾大使（英語：List of ambassadors of the United States to Laos），現為亞太安全研究中心（英語：Asia-Pacific Center for Security Studies）高級外交研究員。

早年及教育

哈蒙德獲楊百翰大學文學士及塔夫茨大學弗萊徹法律與外交學院（英語：Fletcher School of Law and Diplomacy）法律與外交文學碩士和哲學博士[3][4]。

生涯

1991年，何孟德加入美國外交勤務處（英語：United States Foreign Service），擔任高級外事官員（英語：Senior Foreign Service），級別為公使銜參贊[5]。此後擔任美國國務院東亞和太平洋事務局局長、美國駐成都總領事館總領事、美國駐老撾大使館副館長。還曾任國務院經濟和能源事務局（Bureau of Economic and Energy Affairs）能源和商品處（Division Chief in the Office of Energy and Commodities）處長，以及反恐協調處阿拉伯半島負責人。之後任美國駐泰國大使館代辦[3]。在中國擔任駐成都總領事期間，2012年參與處理了王立軍事件。

2019年9月3日，唐納德·特朗普提名何孟德出任下任美國駐老撾大使（英語：List of ambassadors of the United States to Laos），其提名於同年9月9日呈至美國參議院[6]，本人於10月31日接受外交委員會聽證[7]，最終於12月19日以口頭表決形式獲參議院通過[8]。2020年1月15日宣誓就職[9]，2月7日到永珍向老撾國家主席本揚·沃拉吉遞交國書[10]。

2023年8月，何孟德正式離任寮國大使，同年9月加入亞太安全研究中心（英語：Asia-Pacific Center for Security Studies），擔任高級外交研究員[11]。

個人生活

何孟德與妻子杜薩迪（Dusadee）結婚30多年[7]。他能說老撾語、泰語、普通話和法語[3]。
