美国众议院规则委员会（英語：United States House Committee on Rules）或众议院规则委员会（House Committee on Rules）簡稱规则委员会（Committee on Rules、Rules Committee，是美國眾議院常設委員會，負責制定向眾議院提交法案的規則，這與其他通常處理特定政策領域的委員會不同。該委員會通常被認為是最強大的委員會之一，因為影響眾議院立法的提出和進程。因此獲得“國會交通警察”（traffic cop of Congress）的綽號。 「特別規則」決議（也簡稱為「規則」）是眾議院的一項簡單決議，通常由規則委員會報告，允許立即考慮立法措施，儘管通常的順序務，並規定其辯論和修改的條件。[1]

当其他委员会之一报告一项法案时，規則委員會不会直接进入众议院，因为众议院与美国参议院不同，不会对一项法案进行无限制的辩论和讨论。相反，对法案的言论和行为受到严格限制。该限制由规则委员会执行。

歷史

规则委员会于1789年4月2日第一届代表大会期间成立。然而，委員會远没有今天所发挥的强大作用。相反只是提出了众议院辩论法案时应遵循的一般规则（而不是为每项法案通过特殊规则），并在提出这些一般规则后解散。这些一般规则至今仍对众议院的基调产生很大影响。
