早年生活和教育

羅伊·阿斯伯里·庫珀三世（Roy Asberry Cooper III）於1957年6月13日出生於北卡羅來納州納什維爾（英语：Nashville, North Carolina）[3]，母親是教師，父親是一名律師。庫柏就讀公立學校，並在暑假期間在父母菸草農場工作[4]。1975年畢業於北纳什高中（英语：Northern Nash High School）[3]。在北卡罗来纳大学教堂山分校進行本科學習並獲得莫爾黑德獎學金（英语：Morehead-Cain Scholarship）。作為北卡羅來納大學的本科生，庫珀是Chi Psi（英语：Chi Psi）兄弟會成員。被選為該大學美国青年民主党（英语：Young Democrats of America）主席[5]。1982年獲得北卡罗来纳大学法学院法律博士學位[3]。

2000年11月，庫柏擊敗共和黨律師丹·博伊斯和改革黨候選人瑪格麗特·帕爾姆斯，當選北卡羅來納州總檢察長（英语：North Carolina Attorney General）[6]。2001年1月6日就任、2004年庫柏再次當選。2008年，庫柏被提名為民主黨州長候選人，但決定競選連任總檢察長[7]。庫柏輕鬆連任，擊敗了共和黨鮑勃·克拉姆利（Bob Crumley），並在2008年總檢察長選舉中獲得比任何其他全州候選人都多的選票[8]。

2016年10月競選活動

庫柏在2016年競選北卡羅來納州州長（英语：Governor of North Carolina），對手是現任共和黨帕特·麥克羅裡。2016年3月北卡罗来纳州议会通過《公共設施隱私與安全法案（英语：Public Facilities Privacy & Security Act）》麥克羅裡簽署該法案成為法律[9][10] 。許多公司開始抵制州以抗議該法律，取消就業投資和擴張計畫[10]。庫柏譴責該法律違憲，並拒絕以總檢察長的身份在法庭上為其辯護[11]。

過渡

由於對庫柏的勝利感到失望，2016年底，大會在庫柏就職之前通過特別立法，以減少州長辦公室的權力[17]。在《纽约时报》所描述的一次“令人惊讶的特别会议”，共和党立法在库珀就任州长之前采取行动剥夺他的权力[18]。12月，庫柏都在監督廢除《公共設施隱私與安全法》嘗試。在州共和黨和民主黨議員與夏洛特官員之間的協議破裂後，廢除失敗。
