2007年10月27日晚，加勒比海东部上空的一个低气压系统缓慢发展成第十六号热带低气压。次日，系统升级成热带风暴并获名“诺埃尔”（Noel），再于10月29日登陆海地。接下来的三天时间里，诺埃尔经过加勒比海西部，于11月1日增强成飓风。气旋向北行进，从11月2日开始转化成温带气旋，于11月4日在拉布拉多上空完全转变成温带系统。隨後开始向西格陵兰前进[1]。

影响

飓风诺埃尔造成222人死亡。风暴令加勒比地区遭受重创，多米尼加和海地共有至少160人因其引发的倾盆大雨和泥石流丧生[1]。纽芬兰与拉布拉多局部地区风速高达每小时210公里[2]。
